Here is what Kaz stated in the Announcements Forum for Season 25 and I haven't seen anything really contradictory to this.
* Skills that change the way the game is simmed now state when they have worked in the Recap and play-by-play
* Skills can be reset freely any day of the season.
* Many skills have been dramatically retooled and reworked.
* The sim has many hooks in place to now post feedback when a certain skill has triggered. This should make it easier for players to identify the skills they feel are helping them achieve their goals
* Coaching sliders have been redesigned. They no longer shift attributes around in the sim but instead adjust when certain events in the sim happen. For example, the take chances on defense slider increases your chances of generating a block or steal (and pairs nicely with the Stopper skill!). Playing conservative on defense, however, makes you more likely to draw offensive fouls because you're in better position. These are the scenarios I wish coaching sliders to effect.
* Offensive fouls now indicate who drew them
* Chemistries and specialties now award a flat +20 to an attribute per level. I was never a big fan of the stacking multiplicative bonuses.
* Each attribute point is worth more than the prior (aka attribute strength now scales exponentially in the sim and not linearly). Even though you're training from 202-203 Shooting, that one point is worth more than training from 30-31 shooting.

Has anyone noticed this happening? I think I remember it happening once upon a time but I haven't noticed it recently

Yes, I checked and saw that skills were shown in the box score from my teams game last night.
